Acoc is part of Ragnarok but not the essence. It‘s his df power. If not, then why did Kaido jump into the sky and charged his weapon electrically? I’m prett sure he used his weather properties for that. And as said, it will require conq coating from the user to enable Ragnarok in the first place, like we don‘t change it from the original. I agree that Raimei Hakke is either part of his fighting style or race. For the sake of making the fruit more versatile, I can think of optionally implementing it as a df ability.

D HUH? He literally summoned lightning bolts during tatsumaki, and I‘m not even going to mention other examples. It was literally shown by Oda himself that Kaido can control the weather. U can‘t say he can‘t just bcs you didn‘t give attention to it. Kaido‘s ability to change the weather is not an implication, it is in fact canonically proved that he can change the weather as he likes and that includes every weather condition.
