What would be cool is every so often you can find a high ranking marine or someone else with devil fruit powers out in the open. Like if I were to go into a large marine base and fight the captain there, I want the possibility that he might transform or use a devil fruit move. I'm not sure if this is in the game as I have not seen them but it would add some challenge to marine and pirate bases and ships.
