seems based on "experience" option
no one is borned with haoshoku haki
only if they gain enough haki exp before and then gain it randomly
which means making random basic haoshoku haki unlock much later

just like luffy haven't unlocked his haoshoku until his bounty reached 0.3billion

But....why...that's why the the experience option exists and its slightly randomized too as all haki thresholds are so why add yet another randomized version of it 💀

    wynd to make those kings under random option need hardworking to use it rather than once spawn

        Arcmoon But with experience option enable you don't spawn with it, everybody gains it via haki exp at some point...

            wynd bcuz random/true random option is funny but dont want those"chosen one"to use haoshoku make others unconscious and kill them at the very beginning lol

                Arcmoon What...but that's what im saying the "EXPERIENCE" config option does not unlock haoshoku at the beginning 💀 ...it unlocks it by gaining haki exp, and a lot of it too...and while "EXPERIENCE" is enabled there are no hao-born players, everybody gains it via haki exp
