It's a npc-only faction like bandit
and npcs will spawn in town structures(based on the biome lacated in) with three main kinds
normal npcs could trade with players , guards to protect them(friendly to revolutionary or marine randomly,and neutral to hunter+pirates before get claimed,;normal npc couldn't fight but run away)and mayor(or king)is for claming by deal or killing
Claiming
once their towns get claimed,npcs would only trade with that faction(or crew for pirates,while hunters couldnt do that),those guards' skin will change into new owner's faction;and town would get lost once the current leader of faction/crew die,then other teams can take over it
